Abstract
The Irish Human Rights and Equality Commission invited public bodies and relevant stakeholders to make a contribution to their consultation process for a new Strategy Statement 2025-2027. Submissions were invited from people (rights-holders), civil society groups, public bodies and other stakeholders working to eliminate discrimination, and promote and protect human rights and equality. The Psychological Society of Ireland's Special Interest Group in Human Rights & Psychology made this submission to inform the new strategy statement from the perspective of mental health and psychosocial disability. There is a stealth requirement in raising the profile of the debate around mental health and physical health parity, that is, to prioritise mental health similar to physical health in the Irish context. The SIGHRP contends that the right to health is a fundamental human right encompassing physical, mental and social well-being, and mental health is integral to, and has parity with, physical health. We assert that an arbitrary division between mental and physical health has the potential to offset human rights in the context of mental health, such as a decreasing equity in government funding for mental versus physical health service provision and quality of care. This submission document advocates that the Commission’s new strategy document make explicit its advocacy for continued legal reform regarding mental and physical health parity.
