Abstract
The EU digital economy is increasingly dependent on third countries. US digital services and Chinese digital goods see little local competition. For its first decades of existence, the EU digital agenda exclusively aimed to foster the introduction and use of digital technologies both in the public and in the private sectors. More recently, a new principle has emerged to guide the EU digital transition: digital sovereignty.
