The WTO and the Decarbonization of International Shipping: How Can the WTO Support the Equitable Energy Transition?

Abstract
The International Maritime Organization (IMO) is considering the implementation of a carbon pricing instrument to decarbonize international shipping. Meanwhile, legislators in the European Union (EU) have agreed to extend the application of the EU emissions trading system (ETS) to international shipping.i In both contexts, a key issue is ensuring that the
implementation of these instruments supports—rather than hinders—an equitable energy transition in the international shipping sector.
