Corruption and SDG 11: Sustainable Cities and Communities

Abstract
This chapter explores the theory and evidence that links corruption to the goal of creating safe and sustainable cities and communities. After introducing SDG 11 and its targets and noting that other chapters more fully explore how corruption increases pollution and waste, we explore the remaining targets under the headings of Corruption and Safety, Corruption and Inclusion, and Corruption and Digital Inclusion. Noting throughout that more work is needed on the particular and further costs that corruption likely imposes on people with disabilities and indigenous people, we show that corruption is a major impediment to achieving SDG 11. Corruption undermines safety not only by increasing disaster risk but by increasing the risk of crime, including sexual corruption, and lowering the standard of public services for urban slum dwellers. We then explore the ways in which corruption can give rise to exclusion and cultural erasure before discussing the bidirectional links between corruption and digital inclusion. We argue that digital inclusion should be a key indicator of SDG 11 and that e-government is a promising route to fighting corruption and increasing democratic participation and values. We end by discussing how corruption closes off the fiscal space that SDG 11 identifies as a key means of implementation target and offer some suggestions for future research.
